1.
Deciding on terms for the British Chamber of Commerce becomes ever more complicated. RFD are now looking at the implications of a chapter in the "Government Accounting" handbook which lays down that "gifts" of the order at this particular one are subject to ministerial agreement (presumably no problem as we already have it) and that Parliament may also need to be informed. Mr Wootton has agreed to get back to me with clarification on all this.

For your part, you told me on the telephone recently that Security Department is having second thoughts about the inclusion of the British Chamber of Commerce within the commercial section. You said they were concerned about uncontrolled access to the staircase giving on to the confidential section. You suggested that this might mean looking at putting the British Chamber of Commerce in the suite now reserved for the Procurement Unit (ie within the British Council building).

I find it difficult to understand why we are only now hearing about these complications. The whole idea of collocation is to have the Commercial Section and Chamber close together, not in separate buildings. If this is a genuine concern, I would be grateful if you could let us have chapter and verse. As far as housing the Chamber of Commerce in the British Council part of the building; surely the same problems will arise with visitors to the Procurement Unit causing the same problem as would members/visitors of the Chamber as they wander around looking for loos or whatever.
4. Grateful for clarification on this. As you know, I am keen to give BTC the go ahead to discuss the matter further with the Chamber. This goal is receding ever further into the distance.
