1.
Please refer to your minute of 14 December 1993.
2. It has always been envisaged that PBCL or card controls would be installed on the Commercial floor (level 6) to prevent public access to main offices (including staff toilets) and staff lift lobby. The Hong Kong Co-ordinating Committee were advised of this at a meeting on 12 October 1992 - para 3 (m) of my Record of the Meeting (dated 14/10/92) is relevant.
3. On reflection, and knowing that you would be writing to the BTC about the BCC, I suggested that we should again point out, to the BTC, the restraints and possible inconvenience to BCC visitors e.g. the nearest accessible public toilets are on the ground floor. We have recently considered the feasibility of additional toilet facilities in the BCC wing and have established that it will be technically difficult and costly to achieve: we therefore do not intend to pursue this.

My suggestion of relocating the BCC to the British Council wing in the suite currently reserved for the Procurement Unit was only an option for consideration if the BTC now had serious reservations about the restraints etc on BCC visitors. Procurement Unit is likely to have a lot less visitors than the BCC and the majority of these will be visiting HMG officials and their problems, if any, will therefore be less.
