Thank you for your letter dated 11 August 1993. Following our constructive discussion in Brussels in July, I am glad that we are now close to agreement on the privileges and immunities that should attach to the Commission's Office in Hong Kong.

I am pleased to confirm that are prepared, exceptionally, to treat the Head of the Commission's Office in Hong Kong as a 'High Officer' who shall, therefore, enjoy certain diplomatic privileges and immunities under our legislation, subject to confirmation from you that the officer concerned is a 'High Officer' of the European Communities. sure you will appreciate that the privileges and immunities set out in the attached annex are in many respects unusually extensive as compared to those normally enjoyed by consulates and international organisations in Hong Kong and are the most that can be conferred under our existing legislation.
Separately, I attach our comments on the privileges and immunities requested by the Commission, as per annex to your letter of 11 August, explaining the difficulties we have with some of your proposals.
