You will recall that I discussed with you the question of registering the agreement reached by the EC and the Hong Kong Government on privileges and immunities for the EC office in Hong Kong. I said that I had spoken to UND about it who had told me that this agreement certainly did not fall under article 102 of the UN Charter, as claimed by Hong Kong. However you said that NTCD did sometimes register agreements for the Hong Kong Goverment with the UN (presumably under some other article).
2. I enclose a copy of the correspondence received from Hong Kong and should be grateful if you could let me know, in consultation with your departmental Legal Advisers, whether it is possible for you to register this agreement.
