Dean Nigel,
POSSIBLE UKRAINIAN CONSULATE IN HONG KONG
1.
I was visited on 18 March by the head of the Asia and Paci- fic Department of the Ukrainian Foreign Ministry, Varvarich. He wanted to enquire about the possibility of Ukraine opening a Consulate in Hong Kong. Having consulted your department in advance (sorry I didn't write down the name), I told him that there was no problem in principle from our side that I knew of. He would need to make a formal application by note through their Embassy in London or if they preferred through this Embassy.
2.
Varvarich said the proposed opening was not yet finally decided on. It would be part of Ukrainian efforts to cultivate the rapidly developing economies of the Far East. It was hoped that their dynamism could be combined with Ukraine's established industrial base and the abilities of its trained workforce to mutual advantage. Hong Kong might be a very useful centre; the problem would be one of finance. I gave the obvious warnings about the prices of office accommodation and flats in Hong Kong.
3.
Varvarich said that he knew very little about Hong Kong, for example, how many other countries were represented there.
It would be helpful if you could let me have a copy of the Hong Kong year book and any other readily available information which might be of use to him.
