Dear Martin,
Thank you for your letter of 19 March to Nigel Cox (now moved on to Peking and replaced in HKD by John Morris) about the possibility of the Ukraine opening a Consulate in Hong Kong.
I can confirm that we have no objection in principle to the Ukranians opening a consulate in Hong Kong. The procedure to follow would be for the Ukranians to write to us formally stating whether they wish to open a career or honorary consulate and giving full details of the staff they wish to appoint there. Protocol Department would then pass this on to Hong Kong for their final approval.
As requested I am enclosing a copy of the Hong Kong year book together with some leaflets. I hope that the Ukrainian Foreign Ministry will find this background material useful.
