Thank you for your assistance recently in compiling a chart comparing the various degrees of privilege and immunities accorded by Hong Kong ordinances. This is very helpful in understanding at this end where exactly the gap lies between what is on offer under CAP 190 and what is requested by the EC Commission (although we still await a formal list of their desiderata).
I am sorry that we did not meet up in Hong Kong, I am suggesting to my colleague John Woodrow that he formally schedule a session with the Protocol Division for his trip to Hong Kong scheduled for the second week in May. He will in touch with the Political Adviser's Office in due course.
I thought that you would find it useful to know how things look from this end and I enclose a minute which I wrote recently on the basis of a conversation with Bowen Leung. I would be grateful if you and Mr Fung would keep us posted on any further developments.
