NOTE FOR FILE

EC DELEGATION OFFICE IN HONG KONG: FILE REFERENCE HKD 406/5

Mr Warrington, Hong Kong Government Director of Protocol, called on us on 27 April during a private visit to the UK. Miss Conroy, ECDE attended the meeting.

so.

Mr Warrington had been away from Hong Kong for a fortnight or

We established that the people dealing with this matter at the Hong Kong end are David Skinner in the Constitutional Affairs Branch, Alan Fung in the Trade and Industry Branch

(and his desk officer Wendy Cheung) and that Joanne Foakes (on secondment from the FCO to the Hong Kong Government International Law Division) is giving legal advice.

Miss Conroy was keen to establish whether HKG had taken any action to pursue the possibility of granting certain consular privilages to an EC office by administrative means (the areas concerned are identified in the chart prepared by John Woodrow enclosed in Mr Parry's letter of 1 April to Mr Wright). Mr Warrington said that HKG still awaited the list which we have been promised several times by the EC delegation showing what privilages and immunities they expect in Hong Kong. In the meantime he believed that Miss Cheung had written to all the departments which had an interest in these various areas to seek their views. The replies were now coming in.

Miss Conroy said that there was supposed to be a meeting between the HKG representatives and the Commission on 29 April. This might move matters along. It was also her understanding that the Governor had written to Mr Delors. will let us have a copy of that letter when she receives it.

Bring up three weeks to check on progress.
