I wanted to write to thank you personally for the time you gave for

our meeting on 2 April. I found the meeting extremely useful, and warmly appreciate the keen intarest you took in Hong Kong and our affairs here. I do hope I will be able

to welcome you to Hong Kong before too long.

I was particularly pleased that we were able to talk about the establishment of a European Commission office in Hong Kong. As I said when we met, I regard this as being very important indeed, and am personally determined to try to find a way round the technical obstacles that lie in the way. I want to underline this again to you now. The trading relationship between the Community and Hong Kong is a very significant one, and it plainly makes sense for the Commission to have an office here as soon as possible. I have asked my officials to exercise flexibility in seeking ways to resolve this matter, and to give the highest priority to it.

I am attaching to this letter an annex setting out our view of the legal position, and suggesting a basis on which we might take things forward from here. If this is acceptable to you, I

will ask our Hong Kong Government representatives to pursue this matter further with your office at the earliest opportunity.
