I am not quite sure which branch has been dealing with this subject and am therefore writing to you direct. I enclose a copy of a helpful letter from Stephen Wright in UKRep Brussels. As you will see, the Hong Kong office in Brussels have debriefed Stephen on their negotiations with the Commission about privileges and immunities for the Commission office in Hong Kong. You will see that these seem to be running into difficulty.
2. It would be useful to have a report from your end on where matters now stand. We would, as Stephen Wright indicates, be happy to help resolve any remaining problems with the
Commission but we are unsighted on recent exchanges and on what the precise areas of disagreement now are. I do not know, for example, whether it would be possible to use some HKD 406/3. sleight of hand to give the Commission the additional status they seek beyond that of international organisations (para 2 - of Hong Kong telno 1988 of 1992) without having to seek new
primary legislation. This is, of course, something for you to judge. But perhaps you could let us know at what stage lobbying by UKRep would be useful to get this problem sorted out.
