Hong Kong is not a "country"; it is, of course, dependent territory of the UK. Presumably, therefore, HMG's interest in this matter is qualitatively different from that of other members of the Council.
The international status of the Community, and the question of accreditation to and by the Community, have also arisen in connection with the GCC. The issues are not the same, but there is obviously a link. Mr Eaton (FCO Legal Advisers) and Mr Oakden (ECD (E)) are aware of the GCC problem (Mr Eaton's letter to me of 19 October).
