We would wish to raise this as a general issue with the Chinese, rather than the particular case of one organisation not yet established in Hong Kong. This is obviously not the best moment to open up a new issue of that kind with the Chinese.
5. Our objective of getting the EC Office up and running as soon as possible has not changed, and we are willing to take further soundings in Hong Kong. However, it would be far preferable if the Commission could be persuaded to move ahead in the meantime on the understanding that the post 1997 situation will be pursued in the medium rather than short term.
