I was grateful for your minute of 11 November. RFD were content with the course you outlined. I briefed the British Council and CRD that OED would be writing to the Treasury to ask for financial approval of the next project stage and that the letter would say something about arrangements envisaged for the British Council collocation without going into minute detail. All were happy and I relayed all this to Mr Smith.
2. When might we expect to see the draft to the Treasury? RFD and CRD will have an interest in seeing/commenting and I should like the British Council to see it once we have an agreed version. Mr Hum has asked me to update him (he is at present in Hong Kong and Peking for talks with the Chinese and is due back on 29 November); I can of course do this without
the Treasury draft, but it would be neat to be able to include
it.
