Message: We spoke about your letter to me of 25 November. (who is in New York, returning Friday) has drawn up a draft letter to be sent to the Treasury. This has been circulated within the FCO and I am now sending it to you. I hope that paragraphs 8 and 9 will cause you no problems. They do not anticipate the form of whatever arrangement is eventually negotiated between the FCO and the Council. I would be grateful if you could get back to me or to CRD fairly rapidly (say by Thursday morning). Every day that OED delays writing to the Treasury will make deadlines for the project that much tighter.
