line 1: give full name rather than OED abbreviation; line 10: add a comma after "internally";

I think you will need to explain why your detailed estimate in November was £32.15 million when the design estimate in April 1992 was only £24.2 million;

line 19: after "unacceptably high" I think you should delete the rest of the paragraph for the reasons I have outlined in. para 7 below; however, you could add "compared to the PES settlement even allowing for the adjustments in the usual way for changes in local relative to UK prices and movements in the value of sterling".

Your paragraph 5:

line 1: "ways substantially to reduce";

you refer to reduction of staff flats, car parking space etc but do not say why the current figures are the minimum acceptable.

Your paragraph 6:

line 4: "the Foreign Secretary noted

lines 5 onwards: I have discussed the figures you quoted with Mr Grant who did not recognise your figure of £27.16 million. best tactic would be to ignore this background given

However, we think the that the Treasury's published Supply Estimates for 1993/94 states in Table 1 (Long-term capital projects) that the cost of Hong Kong is £29 million of which £720K was spent in past years and £2 540K is for 1993/94. I have enclosed a copy for your information and you will see that in footnote (2) it states that for contracts to be let after 31 October 1992 the figures are based on a budget estimate revalued to Estimates year prices and reflect changes in the rates of exchange to October 1992. Some of the figures in the table were the subject of questions from the Treasury and they are not just a repetition of whatever we tell them. therefore re-word this section along the lines that I suggest you the cost is in agreement with the figures they have published (assuming the figures of £720k and £2 540K are correct). However, it might be worth adding the figures are a snapshot at current prices and exchange rates and thus assume an OPM agreement will operate;
