HONG KONG: NEW CONSULATE GENERAL

1. You will recall that you discussed the above with Adam Wootton of our Resource and Finance Dept and you assured him that the Council will pay a proportion of the ground rent and a share of the running costs. This was submitted to HM Treasury who have now replied expressing surprise that the Council will not be contributing to the capital costs of their new accommodation, either directly or through rent.

2. The Council have already reviewed your space needs in the new building and minimised your requirement. I also understand that you have made clear to Adam Wootton that the Council have no funds available for paying rent. One fact that will help in this respect is a clear statement of your current costs in Hong Kong (rent and running costs for the existing buildings) against the best forecast of ground rent and running costs in the new building.

I look forward to receiving the figures. You will wish to know that it is our intention to hold discussions with the Council, before going back to the Treasury.
