At our recent meeting with Peter Holmes, CRD, it was agreed that I should write to you explaining, a ter consultation with our Legal Adviser, what we consider we need in order to operate.

ACTIVITIES

The British Council's overriding priority is to be able to continue to offer post 1997 the full range of services it currently provides in Hong 'ong.

Currently, these are dominated by a surplus-generating English teaching operation for individual and corporate clients (of our 1991/92 budget of

early £7m for Hong Kong over £4m is derived from revenue, most of which is earned by the English classes). Other important activities include an Iducational Counseling Service for students seeking to study in Britain, in arts programme partly dependent on commercial sponsorship, a library (which charges membership fees), as well as a full range of exchange

rogrammes, academic links, and English language projects largely funded
