1. We discussed paragraph 7 of your minute of 6 July to Mr Wootton of RFD. Non-grant in aid services refers to work that the British Council undertake on the basis of
competitive tendering i.e. acting on an agency basis for the ODA. In this case rent free premises could give the Council an unfair advantage in tendering. I have sought
clarification on exactly what non-grant in aid functions are carried out in Hong Kong and what possibly could be, from Mr Gunesekara at the Council.
2. You asked if addresses of your minute could re-check files on the question of rent/Council. I have checked our files back to 1989 and can find no correspondence with the Treasury. The following papers may help:
