Please refer to our telephone conversation of 13 August reference the British Council's letter of 9 August to you about the running cost estimates in the new building.

2. The British Council figures differ considerably from the OED estimate contained in my minute of 10 August to Mrs Barnes Jones, copied to you. The OED figures were based on the 1992 Operation and Maintenance costs for One Pacific Place (one of the newer and most prestigious buildings in Hong Kong and near to the site of our new building): a copy of the Swire Properties Projects Ltd (the Landlord of One Pacific Place and our Consultant Project Manager) paper, on operation and maintenance costs, is attached. It would be useful to have a breakdown of the British Council figures in order to see how they arrived at their £793,980 figure: you kindly agreed to ask British Council to produce this.

3. I am also not convinced that the proposed BC space in the new building will be twice that of their existing floor space. This was no doubt the case originally but in recent months the British Council have considerably reduced their requirements e.g. the omission of a large multi-purpose hall, the reduction of classrooms to 23 (from 30) and reduction to student registration and common room

The current design drawings, which have been agreed with the British Council, reflect the above changes.
