- To consolidate standards' of

English Language teaching in Hong Kong.

Reinforce English Language teaching by bringing 300 Hong Kong teachers of English to the UK pa for short

courses.

Consulate-General

To provide

suitable office and residential accommodation for the British

Consulate-General in good time for the return of Hong Kong to China in 1997; and to co-locate the main functions of the Consulate-

General.

Secure site on favourable terms from Hong Kong government. Construction of Consulate General offices to be ready for occupation in 1995. Secure suitable permanent Residence for the future Consulate General, and residential accommodation for staff, prior to 1997.

Vietnamese Boat People

The main Diplomatic Wing commitments with regard to Vietnamese Boat People are the costs connected with mandatory repatriation and further contributions by HMG to accommodation costs in Hong Kong. It is extremely difficult to quantify long term requirements in such

in such a fast developing

area. We have, however, done our best and suggest that these figures be entered into the baselines. They compare with expenditure in 1989/90 cf £10.2m and projected expenditure in 1990/91 of £14.7m. We must, of course warn that we would need to seek further provision if expenditure exceeds the current estimates.
