Objectives
majority of the Hong Kong Executive and Legislative Councils. for the
internationally
agreed strategy for dealing with Vietnamese Boat People set out in the Comprehensive Plan of Action (CPA).
To secure continuing and closer UNHCR involvement in CPA activities connected with repatriation of non-refugees to Vietnam, including monitoring in Vietnam of all who return, whether volunteers or not.
Educational Development
- To help bolster the viability of Hong Kong in the lead up to 1997 by reinforcing eductional development as a visible sign of confidence in its future.
Performance Targets
phase II of the new centre on the island of Tai A Chau, which will be required even if the repatriation programme reaches its targets.
- Close tented camp.on the runway of the military base at Shek Kong and/or return other temporary sites to
normal use by March 1992.
- Meet HMG's agreed 50% - share of the cost of mandatory repatriation of non volunteers, including reintegration assistance.
However many volunteers return each month, to top this number up with non- volunteers, to make a total of at least 1,000 returning to Vietnam each month.
Clear Hong Kong of all VEP by end 1994.
Expand higher education links and. professional development: 20 new Institutional links; 60 scholarships, academic
consultancies and visitorships pa; and 4 seminars and summer
schools pa. Expenditure on these to be matched by equivalent local funding within 3 years.
