The proposed grant of a lease of the site of Colvin House was not endorsed by the most recent meeting of the Land Commission. The position thus remains open.

Our representations to Treasury have secured partial funding, as envisaged, for the first two PESC years but the balance remains a matter for negotiation. As I understand it the intention is for all the money required to finance construction of offices for FCO's
It is requirements, including the Council, to be secured by OED. unlikely that part would be allocated direct to the Council.
4. I suggest the matter of any rent arising might be discussed in principle at the next Liaison Meeting until we know how the requirement is to be met we cannot be specific and I cannot give the absolute assurance that you seek in para 2.3.
