Thank you for your letter of 5 April.

I will of course send you, for the record, a "clean" set of revised (current) plans which were agreed during our March visit as soon as I receive them. The detailed schedule of areas will be important: it will allow us to assess the likely running costs (as you state in your para 2) and, more importantly at this stage, will enable us to assess the proportion of the British Council space and estimate the cost of constructing and furnishing it in comparison with the whole project. This in turn will assist in deciding whether the British Council should be expected to make a contribution to the cost over run to the new building.

This aspect is likely to be raised by Resource and Finance Dept of FCO at the next Steering Committee meeting.

With reference to your para 4 about SOR changes I agree that the Steering Committee will need to endorse your changes. This item should therefore be on the Agenda for the next Steering Committee meeting and the proposals circulated to members before the meeting. I should therefore be grateful if you would let me know your proposed changes to the SOR (Nov 1992) as soon as possible please bear in mind that these should be requirement changes and should not reflect the discrepancies (if any) between the SOR and the current space allocated. In my view the SOR changes since November 92 are:-

(i) The omission of P38, P38 (a) and P39 and

(ii) the reduction of two classrooms i.e. omission of SOR

items P100 and P101.
