(iv) Ref 2 (d) - We are covering this issue in our
letter to Treasury: the DCF apraisal will show that there is a strong economic case for their retention in the scheme. But there is no real operational or need case. The omission of the staff flats would have some
design
implications but should not affect the overall programme. However a decision is necessary before commencement of foundation works.
3. It should be borne in mind that we are only at Final Sketch Design (FSD) stage and would not normally seek Treasury approval until completion of FSDS and clarification of the points in Mr Muir's minute under reference. But to delay to seek Treasury approval would lead to a delay to the programme and occupation date of 1 July 1996 which Minister/Clients have asked OED to achieve.
