We need to firm up the visit programme shortly. Given the uncertainty over when Treasury authorisation for the Consulate General building will be received (and the fact that the MRS court is still out), we think it best to omit the briefing and the ground breaking ceremony from Mr Goodlad's programme and to ask Hong Kong to replace it with something else (we have already warned PS/Governor and the British Trade Commission that we were keeping the Consulate General slot under review).
