MR GOODLAD'S VISIT TO HONG KONG: FUTURE CONSULATE GENERAL

Problem
1.
Mr Goodlad's draft programme as set out in Hong
Kong telno 655 includes a slot for a briefing on the future Consulate General and a public ground breaking ceremony at the (Colvin House) building site. OED now strongly advise that it would be unwise to mount such a high profile occasion before we have secured formal Treasury agreement to the commitment of PES funds for this project.
Recommendation
2.
That we omit the Consulate General slot and ask Hong Kong to replace it with something else. I submit a telegram.
Background

Mr Goodlad and the Governor agreed when they discussed Mr Goodlad's vist on 14 April that he might participate (perhaps with the Governor present) in a high profile event on the
site of the new Consulate General. But OED have not yet submitted their request for the commitment of PES funds to
the Treasury as there are still some details to be sorted out before final submission (and we still await the outcome of a
Management Review Staff review which may affect the final
