The effect of the second change I have proposed is to make the sum agreed by the Director and Grantee one which must meet the requirement to pay prompt, adequate and effective
compensation.
In short we would like to see sub-paragraph 1 (b) read as follows:
"In respect of any building or buildings
lawfully erected on the land resumed, such sum
as the Director shall agree with the Grantee
which, taking into account the relevant
circumstances, shall meet the requirement of the Government to act in compliance with the
international legal obligation to pay prompt, adequate and effective compensation, in accordance with Special Condition No. hereof."

May I ask you to consult your lawyers one final time? I hope that they will not see insuperable difficulty with these changes. We will then have an agreed text.
