I attach a draft letter from you to Michael Sze to bring to his attention the problems we are having in agreeing language on compensation with the Buildings and Lands Department. I have discussed in outline with Miss Brooks and Mr Savage (OED). I have not yet sent them copies of the draft
as I wanted first to check that it is along the lines you
want. (I suggest that we do let them see a final draft.) Mr
Jarvis knows that you are writing to Mr Sze. As long as a copy of your letter goes to BLD (they need to know by one channel or another what we are doing) I do not think that any
special instructions are required for BTC, but I would like to send them a copy of the submission for their background
information (is that OK?).

I have not gone into the more minor changes that we want
to see to the BLD draft (e.g. we want to see a longer period
of notice; we want to confine expropriation to all of the lot rather than all or part of it; we argue for a larger amount of compensation for land "resumed", as opposed to building, than figures in the BLD draft). I thought that these would detract from the main argument.
3. Mr Morris (or it may have been you) mentioned at the time we were submitting that the Constitutional Affairs Branch had
