Thank you for your help in preparing for the meeting in Paris with the French Ministry of Justice. As I will be away on leave for the next fortnight, I thought it would be useful for you and my colleagues in HKD if I recorded how we carved up the various tasks associated with this trip.

Home Office team member Ms Sally Evans (who has considerable expertise on extradition and was involved with the Osman extradition) has said that she would be prepared to go in principle and has secured authority to do so from the Home Office. (But she might not be able to make 28 May). Paris have said they think this would be a good idea, you think so too. The initiative came from Mr Wooler. I will run the idea by Hong Kong I think that they will also support it. Once all are agreed, I will send an initial letter to Ms Evans saying that we would like Home Office support. I will copy her the back papers explaining the involvement of the Attorney General and of FCO Ministers in supporting HKG's efforts to secure extradition. You will copy her whatever letter and background papers you send to Mr Wooler.

HKD team member I explained that we might not be able to send anyone. Mr Morris will keep under review and keep you and others informed.

Administrative arrangements I have submitted a request to Mr Hum for agreement to pay for the necessary tickets/hotels for you.

Please check with Ms Moore (who administers the budget) for your authorised claim form. You may then choose to pick up subsistence in Paris (please tell them if you intend to do that) or claim on your return. Mr Wooler has said that the Attorney General's Chambers can meet his expenses.

I will also ask for funding for Ms Evans.

You will make your own flight booking. Departure will be in the afternoon of 28 May, subject to confirmatin from Paris. Could you liaise direct with Paris on a hotel booking, please? It would perhaps make sense for everybody to stay in the same hotel, if Paris are happy to help, could you explore with Mr Wooler and Ms Evans, if she comes, whether they want Paris to organise? In the meantime, I will ask Hong Kong where they are staying.

6. For you and Mr Morris to consider whether there should be a meeting here/Attorney General's Chambers before the trip to Paris (especially if no Hong Kong Department representative can go).
