DISCUSSIONS ON SANIMAN IN PARIS

1. Stephen Wooler has said that he would welcome a representative on the team from the Home Office with expertise in extradition, he has suggested Sally Evans, Legal Counsellor who did a lot of work on the Osman case. you agree that we should aim to include her, or someone similarly qualified?

2. I wonder whether HKG would be prepared to cover the expenses of one of the legal advisers on our side? I apologise for raising this, but our travel budget in HKD is extremely tight this year. Our Legal Advisers have no budget for this trip and neither does the Home Office, so both will fall to us. If you agreed, we could in due course ask the British Trade Commission to let you know what the claim comes to (return flight, economy to Paris, plus one night's subsistence) and we could be reimbursed via them.

I shall be on leave for the next two weeks. John Morris and John Woodrow will be your contact points in HKD. Nigel Parker will be putting together background papers for Stephen Wooler (and for the Home Office, if they come). He will also be giving some thought to speaking notes for the meeting and will doubtless be in touch with you with the aim of putting together speaking notes for the meeting. We will need to decide who says what - I envisage Stephen Wooler leading off by introducing our team and making opening remarks which stress the importance HMG attaches to seeing a case brought against Saniman and then probably yourself offering to clarify various points which we perceive as causing the French problems. (I am having a first bash at the introductory remarks and will fax them for your and Paris' thoughts once they have done the rounds in the FCO, Nigel is working on an outline for the second stage).

Paris tell me that there will be interpreters present at the meeting.
