Is there concern about fairness of Hong Kong's legal system? or concern about events post-1997? If so, can offer very firm assurances on both counts.

Administration of justice in Hong Kong of highest quality (draw on Graham Harris's paper sent to HKD on 10 February 1993).

Saniman has nothing to fear post-1997. All possible arguments were exhausted in the Osman proceedings, which included ten separate applications for habeas corpus to the English courts and three applications to the European Commission of Human Rights, all of which were rejected.

Realise that case before the Conseil d'Etat is unusual but advised it was only option for appeal.

- Would consider settlement of case if satisfactory solution could be identified.
