1. Please find attached some draft briefing for the Attorney General's forthcoming visit to Paris, containing suggested points to make and background.
2. As I am unfamiliar with this case and have not seen HKD's files, it will be obviously be necessary for you to check the factual accuracy of the background briefing and you may wish to amplify it. In particular, I have referred in para 6 of the background to a letter sent by the Attorney to the French Minister of Justice, but do not know whether or when this letter was actually sent, nor what precisely the reply was. have only seen the draft letter among Nigel Parker's papers). Neither Mr Parker nor I have any more recent papers, and have therefore constructed the rest of para 6 and 7 from memory (mostly his!). However, Attorney General's Chambers should already be familiar with the most recent developments.
3. I am also sending with this minute two complete sets of accompanying documents, which are listed at the end of "Points
(I
dove. to make". I would suggest one for the AG's Chambers and one set
12/7
for Sally Evans, Home Office Legal Advisers Branch, to whom the final version of briefing should be copied. I would also suggest copying the briefing by fax to HKG and Paris, in case they have anything to add.
