The Justice Ministry told us on 19 October that Prime Minister Balladur had signed the Saniman extradition decree on 19 October.
3. The Interior Ministry (Anti-Terrorist Unit) told us that this meant that in effect the French had issued an arrest warrant for Saniman. The surveillance operation could now move on to a higher footing. There was still no news on whether Saniman was still in France. We asked the Interior Ministry to seek clarification on this point urgently, stressing how important it was for HMG and HKG that Saninam faced trial.
