THE EXTRADITION OF OSMAN
Extradition proceedings against Osman commenced in
London in May 1986 and concluded in June 1987 when the
Chief Metropolitan Stipendiary Magistrate made an order
committing Osman to custody pending the order of the
Secretary of State for his return to Hong Kong.
Thereafter Osman made an unprecedented number of
applications to challenge the extradition proceedings.
In December 1992, the House of Lords having refused
Osman leave to appeal the dismissal by the Divisional
Court of his ninth application for Habeas Corpus and
seventh attempt in the United Kingdom to seek judicial
review, he was finally returned to Hong Kong. He is
currently remanded in custody pending his next
appearance before the courts here.
In the years since 1987 Osman has engaged in
prolific litigation in these proceedings in the courts
of the United Kingdom, Malaysia, Hong Kong, the United
States of America and before the European Commission of
Human Rights. His numerous applications have all
failed so far save for one application for judicial
review in Hong Kong in respect of a warrant of arrest
which was quashed by the Hong Kong Court of Appeal in
