The Administration of the Criminal Law

This paper is of particular application to the case
of Dr Rais bin Saniman, whose extradition is sought
from the Republic of France. If returned to Hong Kong
it is intended that Saniman be tried in the High Court
before a judge and jury upon an indictment alleging
offences of conspiracy to defraud and/or obtaining
property by deception.
For many years legislators, judges and those
involved in the practice of law in Hong Kong have been
