We entirely agree with John MacGregor's recommendation that you should hold fire your end until the appointment of a new government in France in March and thereafter pull out all the stops to get the message across to the new French Minister of Justice.
I fax herewith a draft along lines sketched out by John in his paragraph 9. Please feel free to change it as you think fit. Can I leave it to you to copy it to whoever has an interest in this matter.
I will be away from Hong Kong in the middle of March but return to Chamberc on 22nd March 1000. Ferhaps wê can have lunch together some time in the week before you leave.
