EXTRADITION FROM FRANCE OF DR SANIMAN
Problem
1. A recommendation from HM Embassy, Paris for very early
political intervention in the Saniman extradition case in the
form of a letter from the Attorney General to the French
Minister of Justice.
Recommendation
2.
I recommend Mr Goodlad should write immediately to the Attorney General to ask him to write to the new French
Minister of Justice. If the Minister agrees, the letter
could be relayed to the Minister of Justice by FCO telegram. I submit a letter for Mr Goodlad's signature, enclosing one
for the Minister of Justice. I further recommend that the
PUS should raise our concerns when he meets M. Boidevaix in Paris on 26 April.

Background

Paris telno 367 alerts us that the new Minister of
Justice is expected on 24 April to put his signature to the Ministry's observations to the Conseil d'Etat, on the Saniman
case. The observations will set out the existing position of
his officials on this case. This position has not been
helpful. We had been planning to request Ministers, once the
dust had cleared from the elections, to ask the Attorney
General to put over the British/Hong Kong Government
position. But the news of this short deadline is a shock to
