I have no wish to press this to a final conclusion before the Conseil d'Etat, and would much prefer it if we could find some other way of reopening the discussion between us.

For the present I gather that the Conseil d'Etat has asked for your observations on the case in response to ours (put forward by our French avocat) and those of M. Saniman. Although the period in which these observations should be made runs out very shortly, I hope there is some way in which the period could be prolonged. Meanwhile I would put together a small team of British and Hong Kong experts who would come to Paris to discuss the case. I would also be very happy to come over myself, if this would help. Ends.
