"We would very much welcome the opportunity to discuss this case with you in detail as soon as possible. In particular, I understand that the Conseil d'Etat has asked for the observations of your Ministry on the case in response to ours (put forward by our French avocat) and those of Dr Saniman. It would be greatly appreciated if UK and Hong Kong experts were able to discuss the case with you and your officials before your Ministry's observations are transmitted to the Conseil d'Etat".
