EXTRADITION FROM FRANCE OF DR SANIMAN

As promised to Matthew Rycroft I am now sending to you for your records a copy of the submision which we put up to Mr Goodlad on 22 April. He sent the letter to Sir Nicholas Lyell on 22 April without any changes. There have been some changes to the draft letter to the new French Minister of Justice from the version you sent in your telno 368. sending you the version which has been communicated to the Attorney General's office. You will see that we included the amendments passed on to me by Matthew. We did not include the second of the amendments proposed in Hong Kong telno 635 for the reasons I explained to Matthew (we have not yet seen Saniman's submission here and in any case our Legal Advisers considered that we should stick in the letter to the French Minister to the legal process rather than raising at this point the question of Hong Kong's status).
2. I would be grateful if you could let us see as soon as possible copies of Saniman's and our own submissions to the Conseil d'Etat.
