1 We believe that, given our failure to shift the Spaniards so far, we are probably approaching the end of the line. We doubt whether Ministerial intervention would succeed any better than our efforts at other levels (including Political Director).

Do you have any further thoughts on avenues we might pursue? One possibility which has been suggested is that we might look again with the Spaniards at a Visa Abolition Agreement. But this course seems to have been ruled out already by Carbajal (Madrid telno 408). Do Madrid consider it worth putting this option to the Spaniards again? Another possibility would be a further approach by Mr Appleyard to Villar in the margins of UNGA, focussed on securing a postponement of the 1 October date while we continue to seek a mutually-acceptable resolution. It would also be helpful to have any thoughts from UKREP Brussels on the point in our TUR addressed to them. If we are to have any hope of shifting the Spaniards, we will obviosly have to approach them early next week. Grateful therefore for replies during 27 September.
