Separately he had asked me (and may have done others) whether MFAS/ODAS were aware of this proposal, and the "uncharacteristic" speed with which the Belgians had moved it forward. Since I had only seen the papers myself very recently, I was not sure. Mr Sindon is pursuing this.

Later under AOB, the French delegation said that they wondered whether other governments were suffering from a similar lack of coordination as the French one was. Immigration Ministers had consistently taken a restrictive view of the number and kind of third country nationals who should be admitted for employment. Yet the mandate given to the negotiators of the EC/Morocco Agreement contained clauses on freedom of establishment and the provision of services which would have the opposite effect. The French obviously needed to get their act together better, and they suspected that others might be in the same position.
