Dear Howard.
Thank you for your letter of 9 August enclosing another you have sent to Ken Woodhouse registering your concern about the possible curtailment of visa free entry for Hong Kong BDTCS and BN (O)s to European countries who are signatories of the Schengen Convention.
I share your concern that visa free travel arrangements for Hong Kong people visiting Europe should be maintained. Our Posts in EC capitals are working to clarify the intentions of the Schengen signatories and to brief their host capitals on the strong case for continued visa free access for Hong Kong BDTCS and BN(0)s. We understand that there is no plan to have a common approach among these countries towards visas for Hong Kong. We will be continuing our efforts to prevent the erosion of visa-free access in Europe for BDTCS and BN (O)s.
I have seen Mr Woodhouse's reply to you and note that he will keep you informed of any further developments.
