1. Your minute of 6 September refers. Mr Appleyard raised this with Villar (Spanish Political Director) in the margins of the Political Committee today, handing over a copy of the speaking note.
2. Villar said he understood the political impurtance of the issue for Hong Kong. He would try to sort the problem out at official level. If he ran into difficulties, he would speak to Solana directly.
