in force since 1988 and which allowed holders of these passports visiting Spain for less than a month to do so without needing visas. Spain is introducing similar requirements for a number of other countries which previously

enjoyed the same facilities as Hong Kong.

The imposition of a visa regime by the Spanish authorities is

of course unwelcome. Since we learnt of the Spanish

decision, we have made representations on behalf of Hong Kong

to the Spaniards at official level in Madrid, Hong Kong and

My offiaats Brussels. We will continue to press the Spanish side for the extension beyond 1 October of the travel arrangements which

have worked to the advantage of both sides. We will of

course keep the Hong Kong Government fully informed about the

outcome.
