Thank you for your efforts with the Carbajal. We agree that there is nothing to be gained by knocking further at that door.
2. As foreshadowed in telecon Ricketts/McIntyre, Appleyard raised this matter with Villar in the margins of the Political Directors' meeting in Brussels on 7 September. Appleyard asked the Spanish side to postpone the introduction of the visa regime for Hong Kong visitors on 1 October. Villar acknowleged the political importance of the issue for Hong Kong and undertook to try to sort the problem out at official level. He further undertook to speak to the Spanish Foreign Minister if he ran into difficulties.
3. We should obviously give Villar a little time to investigate. But we do not want the trail to go cold. We would be grateful if you could follow up at whatever level you judge appropriate in the course of the neaxt week or so.
