Office is unhappy with extending such an arrangement to Austria. The Austrian Consul-General in Hong Kong did not mention the matter of returnability but I expect that the Austrian Government will raise it with us and we will need to consider what approach we should take. You might want to be in touch with the Home Office to get an up-dated view on their position.

Before drafting an EON we should approach the Austrians formally on the principle of whether they would be prepared to negotiate an amendment to the 1968 EON. I leave it to you whether you take up the suggestion of the Consul-General in Hong Kong and raise it with the Austrians in London or whether you think it preferable to go through our Embassy in Vienna.
