Hong Kong travellers have a record of good behaviour and of paying their way. They are returnable to Hong Kong where they
have right of abode. People from Hong Kong are not by any definition an immigration problem. The BDTCS and BN (0)s in question are people who have had to go through the procedures necessary to acquire a British passport. Maintaining visa-free access for them would not therefore run any risk of leaving open a door to illegal Chinese immigration after 1997.
