The Minister has seen your submission of 21 July. He agrees your recommendation that we should lobby the Spanish to agree to postpone for another month an announcement on the abolition of visa free access for Hong Kong BDTCS and BN(0)s. The telegram has issued as drafted. Mr Goodlad also agrees that you should give further thought, together with other relevant departments, to other possible measures of damage limitation.
