Adjustments to CVL likely to be discussed and agreed in Visa Working Groups. We may come under pressure to give way on a few countriues as a token gesture, to prevent wholescale expansion; this would probably find favour with Home Office. We must ensure that we do not give way on Hong Kong before we need to.
7) Explore Commission thinking on CVL.
We shall continue to do so through Visa Working Groups. So far the Commission appears not to have taken a position on this issue.
8) Schengen CVL, how will this be implemented. Are member countries being encouraged to introduce visas for HK unilaterally.
Schengen CVL will be introduced with the operation of the Schengen arrangements, though the proposed starting date of 1 December 1993, seems to be optimistic. Not aware of any pressure being applied to expand list, and up to individual states. But when Schengen becomes operational, CVL will become mandatory.
9) Spaniards indicated that some countries might be more
flexible than others. How to find out more.
Spaniards have no mandate to speak on behalf of others, now they have relinquished Presidency. Probably they were speaking about their own flexibility. Could ask other Schengen states, though this could accelerate change.
